Seems to be a nasty little bug in FireFox - on launch, it opens the downloads button with a message "No downloads for this session". Despite, there are no actual downloads. This is happening in FireFox v98 for macOS Monterey.
Only way to remove the constant prompt it is to unpin the downloads button from Firefox toolbar.
