You might think GMAIL is creating IMAP labels on it's own such as Drafts/Deleted Messages/Junk/Sent Messages, but in fact its your email client telling GMAIL to create them.
More specifically, Mail for macOS automatically tells GMAIL accounts to create these labels each time Mail opens. These are the default settings applied to each GMAIL account you add to your macOS Mail.
To get around this, go to Mail -> Preferences -> select a GMAIL account -> Mailbox Behaviors and ensure your mailboxes are set to folders "On My Mac". Don't forget to login to your GMAIL account and delete the Labels AFTER doing this part.
