Can't reapply YouTube monetization even though meeting requirements?

I am meeting all requirements including date for reapplication into YouTube Partner program for monetization but the "REAPPLY" button is greyed out.

I have:

1,000 Subscribers
4,712 Watch Hours
2-Step Verification
0 Active Community Guidelines strikes
